Individual Consultancy -  National Consultant – To conduct Pakistan’s Accredited National Implementing Entity (ANIE) identification Study Institutional Strengthening to Climate Change Adaptation and Mitigation.

Duties and Responsibilities: The objective of the assignment is to conduct a study on Accredited National Implementing Entity (ANIE) through a comparative analysis of strengths and weaknesses of 10 national organizations. The consultant will check the complete requirements for ANIE with respect to recently established Green Climate Fund (GCF) and identify all relevant institutions accordingly and after assessing them, propose organizations/institutions that complete the criteria for GCF and also provide recommendations with any gaps in terms of capacity building requirements for specific organizations that partly fulfill the eligibility criteria for ANIE. The consultant will consider most relevant public/private sector organizations. The study is intended specifically for Green Climate Fund that has recently been established in South Korea.

Scope of work:

  1. Identification of ANIE for Pakistan by carrying out a comprehensive and comparative analysis of the strengths and weaknesses of 10 national organizations.
  2. Provide ANIE eligibility criteria, make presentation/ready notes for all the concerned to support the initiative during meetings and consultations.
  3. Organize a workshop at the start inviting all the relevant and suitable organizations from private and public sector, aware them the purpose of the study and follow up separately with all intended organizations.
  4. Identification of capacity building requirements including gaps identifications of ANIE
  5. Identification of potential partner/institution for building the capacity of ANIE
  6. Propose and finalize country system to access Green Climate Fund.

  2. Prepare draft report
  3. Organize meeting/ minutes of the meeting incorporates Submission of final draft document

Period of assignment/services (if applicable) 45 days, spread over a period of 3 months (July 2014 –Sep 2014)
