UNDP-EOI-2019-132;Expression of Interests for Pre-Qualification of Construction Work Contractors

Dear Sir/Madam,

United Nation Development Programme (UNDP) Pakistan, invites potential and experienced construction firms/companies to submit prequalification applications for providing construction work services through out Pakistan including newly merged districts of Khyber Pakhtunkhwa.

Upon completion of the evaluation of the prequalification applications and physical verification of work done by the firms/companies, UNDP will prequalify the successful firms/companies to undertake the Constructions activities (new construction (single story and multistore building as per design of consultants having electrification and plumbing works) including road / paved and rigid external works (green areas, land scaping, street lights, drainage, sewerage system)  and / or  refurbishment (strengthening and reshaping / face lifting of existing structures, including electrification and plumbing works) throughout Pakistan including newly merged districts of Khyber Pakhtunkhwa after a competitive process. Only firms/companies prequalified as a result of this EOI will be invited to Bid.

Updating Pre-Qualification Information:

Bidders shall be required to update the financial, personnel and equipment information used for prequalification at the time of submitting their bids, to confirm their continued compliance with the qualification criteria and verification of the information provided at the time of prequalification. The EOI Submission shall be rejected if the Applicant’s qualification thresholds are no longer met at the time of EOI Submission.

Only firms that have been pre-qualified under this procedure shall be invited to bid. Joint Ventures are not allowed under this EOI.

UNDP encourages companies/firms registered with PEC in Category C-4 or above to submit applications for this expression of interest.  


The Strengthening Rule of Law Project (SRLP) aims to promote an enabling environment to support the Government of Pakistan in its on-going efforts to secure peace and stability. Under this project, assistance is provided for institutional development and capacity building to the Rule of Law institutions to ensure effective criminal justice services. The project is also working with the informal justice institutions on dispute resolution mechanisms that are trusted, affordable, accessible, and viewed as fair by local communities. In doing so, the United Nations Development Programme (UNDP) is engaged with key stakeholders  including the Judiciary, Police, Prisons, Local Government, Prosecution, Bar Associations and Community Based Organizations.

Prequalification Application Process

Interested companies/firms must fill in the UNDP Prequalification Application and submit relevant documentation/information as to demonstrate that they are eligible and qualified to undertake the “Constructions works through out Pakistan” .

Completed applications meeting all requirements as mentioned in the Bid Data Sheet (BDS) should be submitted through e-tendering (https://etendering.partneragencies.org) system on or before 26th April 2019 (12:30 pm Pakistan Standard Time OR 3:30 AM EDT).

Applications received after the above deadline will not be considered. Documents sent by hand, courier or facsimile will not be accepted.

Interested parties who wish to attend the pre-submission training workshops are kindly requested to send the name, NIC number and company name with location to Muhammad Tahir ul Islam at tahir.islam@undp.org by and before 12:00 PM PST on or before 6th April 2019, in order to obtain necessary security clearance.   

1.       At any time prior to the deadline for submission of Prequalification Document, UNDP may, for any reason, whether at its own initiative or in response to a clarification requested by Applicants, modify the Prequalification Application and its attachments by amendment, including through provision of supplementary information.  The amendment will be posted on the UNDP website/e-tendering system.

2.       If you need to request additional information, please write to pakistan.procurement.info@undp.org. The team will provide necessary information within due date. However, any delay in providing such information will not be considered a reason for extending the submission date of prequalification. All/any query regarding the submission of prequalification may be sent prior to the deadline at the e-mail mentioned above.

3.       Any requests for clarification about the contents of the Prequalification Application shall be sent no later than  24th April 2019 (12:30 pm) Close of Business.  No phone calls will be accepted. Answers to questions/inquiries will be posted on UNDP web pages, and other web pages, on which this prequalification is posted.

4.       Completion of the Prequalification Application and submission of relevant documentation is compulsory as indicated in the Bid Data Sheet.  Applications with incomplete submissions shall be disregarded.

5.       All applicants are required to comply with Pakistan Engineering Council’s (PEC) Statutory Regulation.
